Start from the page you already have

Open a PDF or a photo in Tablune. A PDF opens when you tap it. A picture can be JPEG, PNG, HEIC, WebP, or GIF. If the file is not on the device yet, import it from Files, Photos, the camera, Wi-Fi, the built-in browser, or a URL.
